Experts discuss major safety challenges in aviation sector

Muscat: As part of its ongoing endeavours to impart training and facilitate knowledge sharing, Competence HR on Tuesday concluded the International Incident Management Forum (IIMF), a series of forums tackling incident management in different industries. 

The first IIMF entitled "Aviation Incident Command Development" was held on May 19 and 20 under the patronage of Dr Mohammed Al Zaabi, chief executive officer of Public Authority for Civil Aviation (PACA).

Several expert speakers discussed at multi agency professionals and first responders to aviation incidents. Speakers and experts – local, regional and international – shared critical information and knowledge on incident management in the aviation sector.

Amer Al Fadhil, managing director of Competence HR, said; "We actively promote the transfer of knowledge from experienced, competent and skilled professionals to all first responders and emergency services throughout Oman, the Gulf Cooperation Council (GCC) and across all sectors of industry." 

The event assumed even greater significance in light of the government's vision 2020 goals to develop the infrastructure of the national and regional aviation sectors. 

"This development will see huge changes within the industry and will ensure that Oman establishes itself as an international and regional entity. 

A significant component of this development is the requirement of a robust, efficient and well-trained fire and rescue service to operate the new and existing airports in Oman," explained Al Fadhil.

He added that as a local recruitment, human resources and training consultancy, Competence HR recognises the importance of competency in Incident Management/Command as a fundamental part of the development and training of both existing and potential fire officers in Oman and the GCC.

Incident Command Systems (ICS) are designed to assist all emergency services Incident Commanders as well as those company and industry's strategic decision makers in the understanding and application of the entire incident management process — from initial on-scene dynamic risk assessments through to contingency planning and resource management for major incidents and natural disasters. 

This system is used at operational, tactical and strategic levels to promote safety, effective resource management, clear communications, control and resilience.

IIMF 2014 brought together internationally experienced aviation regulators, fire officers, training experts, and airport company executives to impart and share their wealth of knowledge and experience for the benefit of delegates attending from local and regional aviation emergency service providers, regional Civil Defence and ambulance divisions, Police and HSE/Training Managers from the GCC. 

Technical aspects
The topics ranged from UK Civil Aviation Authority (CAA) legislative requirements for training and standards to technical aspects of Incident Command Systems with speakers from Oman's civil and aviation emergency services, London Gatwick airport, UK Civil Defence Officers and other GCC based emergency responders.  

A state of the art incident management training and development software solution called XVR (Extreme Virtual Reality) from E-semble, Holland was also demonstrated at the IIMF 2014. This software has been internationally endorsed a recognised method for the acquisition and maintenance of competency for Incident Commanders at all levels.
